Confrontation by Mohamed Latiff Mohamed: a book review



Having lived in Singapore for almost twenty years and as a licensed Singapore Tour Guide I know Singapore well. Academically and ‘in theory’ at least.

However, since I did not grow up in Singapore I don’t have the shared experiences of many Singaporeans of my age. I did not listen to stories from my parents about the ‘Konfrontasi’ period between Malaya – of which Singapore was then a part – and Sukarno’s Indonesia. I also did not grow up in a Singapore dotted with kampongs and wooden shacks. (HDB apartments became the order of the day by the late 1970s.)


For such experiences I turn to literature. There may not be a lot of it around as most Singaporeans were busy making ends meet – not much free time and hardly any disposable income. Hence, Mohamed Latiff’s book Confrontation – originally written in Malay - helps to fill some ‘memory’ gaps for me.

The story revolves around a kampong boy and his life in a mixed Chinese – Malay kampong in the 1960s. Political consciousness, the communist movement and Malay Nationalism are some of the undercurrents which flow through the book.

Nonetheless, the book has a human face to it. There are multiple (believable) characters all of whom go through the joys and sorrows of life like the rest of us. (No superheroes in this novel.) The characters make the novel worthwhile even for those not interested in Singapore’s history and social conditions during the 1960s ‘Merdeka Period.’ For those wishing to understand Singapore’s social milieu as seen from a Malay perspective Latiff’s novel Confrontation is a must.

Radicalizing ASEAN's Muslims: ASEAN's Myanmar problem


It is a sad day when in 2017 a Nobel Peace Prize winner presides over a process which the United Nations refers to as ethnic cleansing. Unfortunately, there is no doubting the harsh reality of the Myanmar government's actions in Rakhine province. They occur daily, within Singapore's neighborhood and by a fellow ASEAN member state.

Singapore continues to struggles with its response to Myanmar's attrocious behavior. Certainly, the 'ASEAN Way' suggests there should be no interference in the domestic affairs of another ASEAN member state. This is a wise principle. Until recently, the axiom has served ASEAN well and allowed the organization to grow roots.

However, the humanitarian crisis in Myanmar's western Rakhine province no longer an internal matter. It has transformed into a regional crisis. The events unfolding in Myanmar's Rakhine state have grave security implications for Singapore, Malaysia and other ASEAN states.

Consequently, the time has come for Singapore and ASEAN to take a bolder stand in its relationship with Myanmar.

ASEAN is no stranger to violence perpetrated by Islamic extremists. Indonesia's off and on problem with such violence threatens to hit the headlines on any given day. Indeed, the region's traditionally 'non-Arab' strand of Islam has weakened enough to make the threat of Islamist violence in Malaysia so pervasive that Malaysian authorities arrest potential 'Jihadis' with alarming regularity. Even at the fringe of the Malay world in southern Thailand, religious-ethnic violence is a disturbingly routine affair.

Nonetheless, it is the Philippines which takes the (Islamic extremist) crown. Despite a 'strongman' leader the country faces an Iraq-like scenario with militants apparently loyal to Islamic State (ISIS) having taken over Marawi - a mid-size city - and held it captive for the previous four months. The siege to recapture Marawi is ongoing at the time of writing.

The events in Indonesia, Malaysia, Philippines and Myanmar may seem far removed from the Singapore's CCTV flooded sterile streets. However, in today's global village they can neve be far from Singapore's shores. These Islamic extremists feed a deviant belief structure which menacingly lurks below Singapore's ostensibly calm surface. 

Starting with the 2001 plot to bomb Yishun subway station stretching to the recent arrests of an Islamic State radicalized female infant care giver and two auxiliary police officers Singapore is not immune to Islamic extremism. On the contrary, based on the number of arrests, the threat to Singapore from Islamic extremists has increased in recent years.

The Rohingya Crisis in Myanmar feed a sense of injustice within Singapore (and the region's) Muslim community. Furthermore, the Singapore government's lack of condemnation of the Myanmar government's brutal behaviour risks alienating Muslims from Singapore's Islamic establishment. Singapore may be one of the largest foreign investors in Myanmar hoping for the crisis to miraculously disappear; but Singapore ignores the Rohingya crisis at its own peril.

The Death of the Secular Islamic Polity


The death of secular nationalism across the Islamic world is a painful occurrence. It's not simply the rise of political Islam but also the weakness of secular (left wing?) intellectual thought which adds fuel to the fire. 

Perhaps it was the death of communism which left Muslim nationalists orphans in a world fueled by God-fearing capitalists. Perhaps it was the increasing gap between urbanized, westernized elites and mainstream populations in much of the Muslim world. (It could not have been easy for many Afghanis to accept local women parading around in miniskirts in 1970s Kabul when no more than the eyes of a 'traditional' rural Afghani woman show through her burqa while she is in public!)

To many, left wing nationalists such as Saddam Hussein or Hafez al-Assad were bestial tyrants ready to kill their own people given even the most trivial of excuses. Surely, Iraq and Syria were not model societies. However, neither were their counterpart right wing dictatorships found in many Latin American or developing countries. In many instances, capitalist, US supported strongmen were just as lethal to their own people as Soviet supported leaders. 

Nonetheless, the death of Islamic nationalists did not occur with the passing of these two brutal leaders. It is progressively taking place even as these words are being written.   

Of particular note are the two bastions of secularism found on either pole of the Islamic world: Turkey and Indonesia. Arguably, the two nations tasked with 'protecting' the Western and Eastern most physical and ideological borders of the Islamic world. 

Turkey: the birthplace of the first Muslim Republic in the world. A nation which banned headscarves for women and the fez headgear for men; a nation where one can sit in a bar nursing a glass of wine while watching (and listening) to people praying in a nearby mosque. 

After over a decade of rule by an Islamically inspired political party, today's Turkish state is intent on rolling back Ataturk's secular markers from Turkish society.

And so with Indonesia: the most populous Muslim nation in the world. Hitherto a staunchly secular republic, now a fertile playground for the bearded brigade to attack public art and impose 'Islamic' moral standards at will. 

For Islamic modernists, the importance of secular societies lies in the enabling intellectual environment it fosters. A socially liberating ecosystem permits otherwise pious Muslims to question established archaic conventions, many of which are ripe for modernization. 

Islam is a dynamic belief structure. Hobbling it with strictures and 'out of bound' markers is destined to fail. The depth of Islamic intellectual strength will ultimately overcome these obstacles. The only question remains how many more lives must be lost in defeating the die-hard battling Muslim obscurantists.

Singapore punches above its weight diplomatically - really?


The haze is an 'externality,' a phenomenon ostensibly beyond the control of Singapore's government. A result of burning forests and peat, commonly attributed to 'slash and burn' farming techniques employed in nearby Indonesian islands. However, never during the last two decades has the haze affected behaviour as severely as during the last few days. Sure, the haze was bad a few times in the late 1990s but it probably did not reach 'hazardous' levels on the Pollutants Standards Index (PSI) measure. During the last few days, the PSI seems to have breached the 400 number a few times.

The haze places more than just the health of Singapore's greatest asset – its people – at stake. Its economic implications are significant.

Absent and unhealthy workers affect productivity. Retail sales are affected by people staying indoors as much as possible. Tourism takes a hit as people cancel or shorten pleasure and business trips. For those brave individuals who visit Singapore anyway, they may not leave with happy memories and will most certainly not spend as much time in indulging in outdoors activity (e.g. Sentosa, Orchard Road, alfresco dining).

Despite being a problem with roots in Indonesia, Singapore has diplomatic options to help alleviate – if not completely redress – the annual haze dilemma. To be sure, Singapore must balance the 'carrot and stick' effectively to ensure the Republic's relations with Indonesia are not irrevocably damaged.
Diplomacy is a delicate art requiring the virtuous use of many different soft and hard levers in an optimal combination. Results are never guaranteed and unintended consequences may also arise from using any number of diplomatic tools.

Singaporeans are often told, Singapore is a small country but due to hard work and progress, the country punches above its weight. The present is as good a time as any to demonstrate Singapore's regional clout by pushing for a sustainable solution to an ongoing problem. To remain hostage year after year to the same problem is not an option.

Singapore's politicians and civil servants, including diplomats, are well paid and highly trained. Ordinary Singaporeans will be happy to see them earn their keep by continuing current efforts to address the crisis. Surely, Singapore's otherwise wise and masterful civil service scholars and policy makers can come up with lasting solutions to vexing questions such as the haze?
